Background of the Study
Traffic management is a critical issue in urban areas, where congestion and road safety concerns pose significant challenges. In Kano, Kano State, a digital animation-based system is being designed to enhance public awareness of traffic management. This system employs animated visuals and interactive content to convey complex traffic regulations, safety protocols, and the consequences of non-compliance in an engaging and easily understandable manner (Ibrahim, 2023). Digital animations can illustrate scenarios such as traffic flow, accident prevention, and emergency response in a dynamic way that traditional static posters or verbal announcements cannot match. By transforming data and regulations into visual narratives, the system aims to increase retention and understanding among drivers and pedestrians. Recent studies have demonstrated that multimedia approaches in public safety campaigns lead to higher engagement and behavior change (Chinwe, 2024). The proposed system will integrate interactive modules where users can simulate driving decisions and observe the outcomes of their actions. This not only educates the public on proper traffic conduct but also empowers them to make informed decisions on the road. Moreover, the system is designed to be accessible on multiple digital platforms, including mobile devices and kiosks, ensuring broad reach across diverse demographics. The development of such a system is crucial in reducing road accidents and improving overall traffic management in Kano. The background of this study highlights the importance of innovative digital tools in enhancing public safety and traffic awareness through engaging, visually driven content that resonates with a modern audience.
Statement of the Problem
Traditional traffic management awareness campaigns in Kano often rely on static images, printed materials, and periodic public announcements, which may not effectively capture the attention of the public or lead to lasting behavioral changes (Ibrahim, 2023). These conventional methods tend to be passive, limiting the public’s ability to interact with and internalize critical traffic rules and safety procedures. As a result, issues such as traffic congestion, road accidents, and non-compliance with traffic regulations persist, leading to significant safety concerns and economic losses. Although digital animation-based systems have the potential to transform these awareness campaigns by offering interactive and engaging content, their application in Kano has been minimal due to challenges such as high production costs, limited technical expertise, and inadequate digital infrastructure (Chinwe, 2024). Furthermore, there is a gap in empirical research evaluating the effectiveness of animated traffic management tools in influencing driver behavior and improving road safety outcomes. This study seeks to address these challenges by designing and implementing a digital animation-based traffic management awareness system. It will assess the system’s impact on public understanding, engagement, and behavioral change regarding traffic regulations. Additionally, the research will identify the technical and operational challenges that hinder effective deployment and propose strategies for optimization. The goal is to provide a scalable, cost-effective solution that enhances public safety and promotes a culture of responsible driving in Kano.

Scope and Limitations of the Study
This study is limited to the design, implementation, and evaluation of a digital animation-based traffic management awareness system in Kano, Kano State. It focuses solely on animated public safety communication.
